That's not too cold weather. Look how big snow flakes are. Snow flakes are attacked also to trees. It must be around to zero ..when snow is more sticky, but not yet melting. Somewhat thaw, I think. It seems like ideal weather to build snow man, or to have snow fight.
Currently, we have also thaw too, but it's a unusual thaw.. I think, that it's called "January Thaw", because normally thaw is in end of winter. We have now +2 C of warmth and some rain. The snow isn't yet melted away, but it's all wet... Not so good to have snow fight or build snowman, because clothes would get soaked.. I guess. ^_^
