The asphalt of cheaper blacktop, tends to to melt on hot days of summer. As results there are deep ruts on road where heavy trucks pass.To avoid this from happening. A binder(asphalt) with higher melting point could be used, but then it would get too brittle at cold winter and cracks, leading to potholes in road. Which is even more dangerous. So the soft mixture is usually used.. Or more expensive asphalt that won't crack so easily nor melt on hot summer.
