Well there are lot of plants we see every day and they are toxic for the human being... Just that we don't know it because we don't eat them, right? :) About 'toxic' it doesn't necessary mean it can kill you; but it can give you stomach ache, irritate you, or any other mild disease.
Anyway, it's a very beautiful plant, I like a lot! :)
While I was taking picture, a lovely bumblebee sat on it to take honey from it. So I am not sure about toxic. I don't think people grow toxic plants in their front garden, particularly they got children
Aww how nice! That's a Clematis, I planted one like that last year in my courtyard. It's really beautiful, but not that 'delicate' as you say... actually is kind of toxic!
