I think it is more historical - there was lots of bamboo, it was cheap and it became the way things were done. Today there are regulations to make it safer such as old old the bamboo used can be.
I suppose, that the bamboo scaffolding is more flexible than some modular things, made of iron pipes. It can be set up in any size and shape to any buildings.. with right knowledge. But it seems like a lot of work to tie all the things together.. and dangerous too.
