How can we success to speak english when a person is fluent.

Actually, this is a really interesting question.

Fluency is all about thinking without any translation in your mind. Do you agree with it?

I guess, another way to gain it is reading out loud until you notice that you don't actually translate it, just understand.

Also this is a nice place for practicing -Practise English through Aesop's Fable.
