Related to OR relating to

Have been looking for a clear answer to the difference between the use of "related to" and "relating to".
Have found discussions about this but no web site "expert" explanaing when and how to use these two terms.
As I understand it....
"related to" can be used for things which have a permanent relationship or maybe a very strong connection.
"relating to" for things not so closely related.
So far, found only peoples opinions.
Anybody have any further information about this?
Anything at all would be most appreciated.
