Scruffy was adopted from the Humane Society. Dogs without a home and proper papers and Rabies ( https://health.google.com/health/ref/Rabies ) vaccination tags can be collected by animal control and killed. The Humane Society will save them, neuter them so they cannot reproduce more dogs, give them medical exam and vaccinations. Then you can adopt the dog so the organization can have room to save some more from death.
Where we live stray dogs are not allowed as a health and safety issue. We also hate to see them killed so we encourage people to have their animals neutered so they will not breed and cause too many extra animals. There is tension between the Humane society and the City who must deal with stray dogs and cats. Rather than fight over killing strays or not, people should see that their own animals do not make baby animals that they will not provide a home for. It is a matter of educating people to be responsible because animals will breed and have no thoughts of controlling their populations.
