Cartoon :I always see these kind of series or stories on TV or in Cinemas .Actually these kind of stories are more attractive for children to improve their skills in many different fields like imagination,etc.As for me ,I think that these types of series,programs,etc that on tv or in cinemas especially the ones in English are rich sources for helping,improving the English Lanuage .

Yes, I think that the cartoon one of the important means to learn the language, especially children, because children quickly learn and cartoon for him is a fun thing and something attractive.
From my point of view,cartoons are full of fun and imagination. Some cartoons are educational and have moral lessons but some are not and don't have any goal just to send bad and wrong ideas to kids and I'm saying that because my child is a learner of english too. At the same time, I admit that cartoons has clear language and good for us as learners. However, news,TV programs,series and movies are rich sources to improve many skills in language not just langauge,but also knowledge in many different fields.
as of my opinion,I would say yes, it does help in learning and improving the English language.Learning English should be fun and interesting, so since I'm a fanatic of cartoons,aside from the fact that I'm enjoying watching it, but also i'm learning new words and some sentence constructions that is helpful to me .
