Well, I really don't know why Roman, but I believe they initiated it for a purpose.
I agree with you Susana, it needs plants cover.
Oh my Gosh, at the very moment I saw this, all memories of that place were flooding in my mind.. I remember I stayed in my friend's flat for a week which was just on the street under this bridge.
They were such nice and painful memories :)
