Hi Adriano, this is a place called King Shan Ling Religious Park of Recreation, located in Taichung Area Taiwan, the fountain is almost the gate of this park. I am also curious why it no water, but later I found photos on the internet, there really is plenty of water. I will send them to your mail if no technic problem.
