My question is, how do we define the English language expertise? What merits the following skill levels?
1. Novice
2. Beginner
3. Average
4. Pre-Intermediate
5. Intermediate
6. Upper Itermediate
7. Advanced
8. Expert
9. Master/Excellent
What are the minimums that define the boundaries of these levels?
On what basis can I rate my self as one of the above?

I am referring to assessing myself, as when I or anybody who joins this site they need to define the level of their language skill.
