    Without many words: it is everyone's responsibility.
    Holding others accountable or blaming others for mistakes is always quick and detracts from our own task and duty.
    However, it is the responsibility of the government to create the conditions, to provide the means for prevention, healing and recovery, and to guarantee access for all, including all those who cannot financially afford it.
